ICE2 $2.25 Billion Intelligence Opportunity May Be Wide Open

Reston, VA – December 3, 2007, The U.S. Air Force’s $2.25 billion Intelligence Information, Command and Control, Equipment and Enhancements (ICE2) contract recompete may be a wide-open competition, according to a report recently released by INPUT, the authority on government business. The report suggests there is a significant possibility that the new contract could be a multiple award contract.

“The recompete of a global contract with a broad range of product and services requirements opens up a new opportunity for many vendors to reach the fastest growing (and most difficult to enter) federal technology market – the intelligence community,” said John Slye, manager, federal industry analysis for INPUT. “If the new competition takes the form of a multiple award contract then that could really change the fundamental playing field,” Slye added. The report suggests that despite generally positive reviews of the incumbent’s performance there is growing pressure to steer ICE2 into a multiple award vehicle.

Other key aspects will impact the competition as well. According to the report, any successor will be required to replace the incumbent-developed information management system that tracks funding requests, task orders and materiel. “That requirement could be a barrier or an opportunity, depending on your capabilities,” added Slye. “Firms that offer a turn-key replacement should consider highlighting this offering.”

The report analyzes the dynamics surrounding the ICE2 recompete and concludes that several elements under the existing contract will be replicated in the new contract. “The requirement for 2,300-plus SCI-cleared personnel, the 40 percent small business goal and the historically high contract utilization are almost certain to be a part of the new contract,” Slye said.
