“This could turn out to be the greatest missed opportunity in the post-9/11 history of public safety interoperability.  If no one meets the reserve, there’s actually a chance the block could released for auction as purely commercial spectrum. The states should move quickly to assure vendors that the winner will not lose money on the $1.3 billion reserve.
