Gov. Jennifer Granholm (D-MI) has aptly declared, “A crisis is a terrible thing to waste.” What state and local officials described last year as “storm clouds” has rapidly become a “perfect storm” for state and local fiscal planners. Their abilities to forecast future revenues and spending in light of the current recession will be sorely tested as state and local leaders try to make the most of this crisis. IT spending will suffer most in 2009 as decisions makers take stock of the national situation and hold back on all but necessary expenditures. The forecast for the total addressable state and local IT market, as presented in INPUT’s State & Local IT Market Forecast, 2008-2013 report, is revised for the remainder of the forecast period.
