At the helm of two of Iowa state government’s key technology operations, Gillispie oversees systems that touch thousands of Iowans every day.  As the Executive Director of the Iowa Communications Network (ICN), Gillispie heads the state-owned fiber optic network, a means for students in Iowa communities to share teachers and have high-speed access to the Internet.  In 2007 the authorized users of the network used over 300,000 hours of broadcast quality video conferencing.   In addition, Gillispie serves as the Chief Operating Officer for the Information Technology Enterprise of the Iowa Department of Administrative Services and the designated State Chief Information Officer.  Gillispie oversees daily operations of information technology shared services including the State’s ERP system and State presence on the Internet.

Gillispie is currently serving as the President of the National Association of State Chief Information Officers (NASCIO), an organization of state chief information officers and information technology executives and managers from state governments across the United States and US territories.  Gillispie previously served as Vice President and as Secretary/Treasurer of NASCIO.
