Linda Brooks Rix founded Avue Technologies in 1983 and has led Avue since that time. Prior to founding Avue, Ms. Rix performed appeal adjudication and regulatory audits of Federal government operations as a member of the US Office of Personnel Management’s regulatory oversight group. After leaving OPM and providing consulting services to Government in the areas of civil rights, leadership development, and human capital management, Ms. Rix, in 1988, designed and developed the first Federal government human resources software application, which automated the position classification function. Since then, Ms. Rix and her company have led the way by rapidly adopting technology innovations and transforming them into technology and service solutions that allow large, geographically dispersed, and multi-mission organizations to manage, optimize, and continuously monitor and improve performance. Today, Ms. Rix’s company is the Federal market leader in commercial human capital solutions fully deployed by a large variety of Federal government organizations and the first to develop a business model that provides the full range of services without requiring a capital investment by the client. The current Avue offering is a hosted, shared services platform that accommodates diverse Federal organizations with highly specialized mission critical functions and a wide variety of human capital policies and business processes. Among Avue’s clients are agencies operating performance-based and market-based pay, pay banding, and alternative personnel and excepted service authorities as well as more traditional Title V agencies.
Ms. Rix’s company supports a number of non-profit organizations including Blacks in Government, Federally Employed Women, The Federal Asian Pacific American Council, National Image, Black Data Processing Associates, The Society of American Indian Federal Employees, the Senior Executives Association, and the American Federation of Government Employees. Over 1,400 organizations, both profit and non-profit, are included in the outreach efforts Ms. Rix directs on behalf of her clients. Among these are a wide variety of higher education institutions, professional associations, and diversity groups.
Ms. Rix’s deep expertise and advice is often sought by clients, the media, and members of Congress and their staffs. For example, Ms. Rix recently testified, at the request of Congressman Danny Davis, as a human resources expert before the Subcommittee on Civil Service and Agency Organization Committee on Government Reform, U.S. House of Representatives concerning diversity in the Senior Executive Service. Ms. Rix is an investor in Avue Technologies and serves as Co-Chief Executive Officer and a member of the Board of Directors.
