Why is AGILE important to the government?

Why is this relevant now? Many agencies and departments are reacting to the need to react to changing user requirements quicker. For example, the Defense Acquisition Performance Assessment (DAPA) Project which recommended the Department of Defense Acquisition System must be agile --to an unprecedented degree -- to respond quickly to urgent operational needs from across the entire spectrum of potential conflict. Or the example of the aggregation of intelligence data across the Department of Homeland Security in the wake of the 9/11 attacks required the use of agile methods to deliver capabilities to analysts within months not years.
