SCOTT O. HASTINGS Summary: Scott has held a variety of senior leadership positions throughout his 23-year federal service. During his tenure in the Immigration and Naturalization Service, Department of Justice, he managed a broad portfolio of functions directly supporting the Associate Commissioner for Management. He was made the Assistant Commissioner for Records Management for INS. From there, he was appointed to the position of Associate Commissioner for Information Resources Management with the accompanying Chief Information Officer title. When the INS was restructured and moved into the newly formed Department of Homeland Security, he was one of the first CIO’s for the Department and was appointed to be the first CIO of Immigration and Customs Enforcement. Finally, he was assigned the position of CIO for the US-VISIT program, which became one of the most successful programs in the Department. In October of 2006, Scott ended his 23-year federal career to join Deep Water Point, LLC Accomplishments: Developed and executed a records centralization effort that resulted in consolidating more than 50 million records in one two facilities with the associated IT systems development to track and maintain them. Created and executed the first information technology infrastructure modernization program for the INS, called ATLAS. Worked with internal and external constituents to develop the strategy, obtain the authorizations and funding and to execute the program. Participated in the creation of the Department of Homeland Security as one of the original CIO’s. Ensured operational capability on day one of the newly configured Department. Established the US-VISIT program for DHS, managed the procurement that supported that program, and deployed capabilities. Personal: Senior Executive Service. Graduate, University of Vermont.
