Dr. Richard W. Etter, CISSP
Acting Senior Information Assurance Officer
Department of the Navy
Richard Etter has more than 34 years of service in the Department of the Navy (DoN). Currently, he is the Acting Senior Information Assurance Officer for the DoN. He leads and shapes the department's policies on a wide variety of issues in the areas of information assurance, computer network defense, and critical infrastructure protection.
Etter's background includes service at the Navy Engineering Logistics Office, as the Director, Information Systems, and Technology; the Naval Space Command as the Head of the Information Systems Branch; the Navy Regional Data Automation Center, Norfolk, Va., as a Lead Computer Specialist / Team Leader; and, the Fleet Combat Direction Systems Support Activity, Dam Neck, Va. Etter also served in the United States Marine Corps as an Intelligence Analyst.
Etter has a broad education with a Doctorate in Public Administration, Masters Degrees in Systems Management and National Security Strategy, a Bachelor of Science in Computer Science, and graduate certificates in Information Strategy and National Security Policy. He is a certified Defense Acquisition Professional and a Certified Information Systems Security Professional.
