David W. Stender serves as the Internal Revenue Service (IRS) Associate Chief Information Officer for Cyber Security & Chief Information Security Officer. In this capacity, Stender provides executive leadership in designing, developing, and delivering a comprehensive cybersecurity program and in managing the IRS's information security program in accordance with Federal Information Security Management Act requirements.

Stender joined the IRS from Perot Systems Government Services, in Fairfax, Va. While at Perot, Stender led an organization tasked with providing information assurance support to multiple contracts for the Department of Defense, federal civilian agencies, and the intelligence community.

Prior to joining Perot Systems, Stender served as a Cryptologic Officer in the U.S. Navy. He had multiple tours ashore and afloat, in the United States and overseas, culminating in his final assignment as the Information Warfare Commander for Carrier Strike Group SEVEN aboard USS JOHN C STENNIS and USS RONALD REAGAN. Stender retired from the Navy in 2006.

Stender has more than 26 years of government, military, and business experience developing and implementing policy to support technical information assurance (IA) operations, in telecommunications management and leadership, strategic and crisis planning, signals intelligence, and information technology. A Certified Information Systems Security Professional (CISSP), he has extensive experience leading cutting-edge vulnerability assessments and penetration tests against U.S. Government national security-related networks and in managing IA testing laboratories and complex networks at multiple classification levels. Stender is also a recognized expert on the U.S. Government's implementation of Public Key Infrastructure and "Red Team" operations.

Stender holds a Bachelor of Science degree from the U.S. Naval Academy and a Master of Science degree in Telecommunications from the University of Maryland University College, where he also teaches computer science. He and his wife Margaret live happily in Great Falls, Virginia, with their ever expanding family of seven children.
