Michael B. Smith

Mr. Michael B. Smith is the Director of the Enterprise Solutions Office (ESO) within the Office of Procurement Operations (OPO), Department of Homeland Security (DHS). He has over 24 years of experience in Federal procurement and acquisition-related fields. His private industry experience working in business development also provides a unique perspective and appreciation for the issues that are important to both the public and private sectors. In addition to DHS, his Federal experience includes: the Army Corps of Engineers, Marine Corps Research Development and Acquisition Command, Department of Commerce, and the Department of Veterans Affairs.
Mr. Smith has worked in a wide variety of procurement positions throughout his career, but has maintained a focus on national IT procurements. Prior to taking the helm of the ESO, Mr. Smith was the ITAC Associate Director for Strategic Initiatives. In this role he developed IT acquisition solutions for department-wide initiatives, and for initiatives involving multiple DHS Components. He also assisted in the development of the DHS EAGLE and FirstSource contracts. Mr. Smith currently serves as the Program Manager for the Department of Homeland Security’s $48 Billion EAGLE and FirstSource acquisition programs. In addition to his civilian career, Mr. Smith is a retired officer in the Army Reserves having held multiple leadership positions from Company level through Theater level organizations. During his Army career, he earned the distinction of becoming one of the first in the Army to earn a Multi-Functional Logistician qualification.
Mr. Smith earned his bachelor’s degrees in Marketing and Economics from Kentucky State University. He attended Central Michigan University Graduate School majoring in Public Administration and Information Resource Management. He is also is a graduate of the Department of Veterans Affairs’, “Leadership VA” program, and is a member of the National Contract Management Association (NCMA).
