Linda M. Springer
Director,U.S. Office of Personnel Management
Linda M. Springer, the eighth Director of the United States Office of Personnel Management, was nominated by President George W. Bush to be the Director of OPM on March 18, 2005 and was unanimously confirmed by the United States Senate on June 24, 2005.
As OPM Director, Ms. Springer is the principal advisor to the President of the United States on personnel management issues for the Federal Government's civilian workforce. She leads OPM in fulfilling its mission of ensuring the Federal Government has an effective civilian workforce.
OPM's products and services for nearly two million Federal Government employees worldwide include policy guidance and technical assistance to Federal agencies regarding recruiting, selection, development and compensation; assessment and oversight of human capital management for compliance with laws, regulations and policies; management of health and life insurance and other benefit programs for employees and their families; administration of retirement payments; and completion of 90% of all employee and contractor background investigative services.
Ms. Springer is a frequent speaker on human capital and organizational management issues. She serves as a Member of the President's Commission on White House Fellowships and is a Principal of the U.S. Joint Financial Management Improvement Program. In addition, The National Academy of Public Administration named Ms. Springer as a 2006 Fellow.
Prior to becoming OPM Director, Ms. Springer was unanimously confirmed in March 2003 by the United States Senate as Controller, White House Office of Management and Budget (OMB) and head of the Office of Federal Financial Management where she served through January 2005. As controller of the Executive Branch of the Federal Government, she set and oversaw implementation of financial management policies and disciplines and was responsible for implementing the financial management improvement priorities of the President of the United States. Ms. Springer served as Counselor to the Deputy Director for Management at OMB from September 2002 until confirmation.
During her tenure as Controller, she reduced the Federal Government's year-end financial reporting time from five months to 45 days, established a Sarbanes-Oxley equivalent internal control assurance requirement for Federal Government agencies, directed the development of a Presidential Executive Order to ensure efficient and effective management of Federal real property assets, and oversaw the first comprehensive assessment of all Federal Government expenditures for risk of improper payment.
Prior to joining the Bush Administration, Ms. Springer spent over twenty-five years in the financial services industry in executive positions responsible for general and financial management, and strategic and operational planning.
She was awarded the Secretary of Defense Medal for Outstanding Public Service and is a 2006 Ursinus College Alumni Award recipient. Ms. Springer established, owned and operated an award-winning retail shop in suburban Philadelphia from 1992 until its retirement in 2001. Her civic involvements have included trusteeships with The Haddonfield (NJ) Symphony and Old Paths Publications.
