G. Clark Smith, Ph.D.

Office of the Director of National Intelligence

Dr. G. Clark Smith has served as the Director of the Technology Division in the Office of the Program Manager, Information Sharing Environment (PM-ISE) at the Office of the Director of National Intelligence (DNI) since December of 2005. As lead manager for the ISE Technology Division, Dr. Smith’s responsibilities include:

Spearheading assessment of information sharing enterprise architectures across nine federal departments;

Piloting the development of ISE Services-Oriented Architecture framework and mapping to the FEA; and

Leading the development of the Implementation Plan for the Information Sharing Environment.

Prior to his work at DNI, Dr. Smith has held a number of positions on public and private organizations. From January 2004 to December 2005, he was a Senior Information Technology Specialist in the Office of the CIO at the US Department of Justice. In this role, Dr. Smith developed and implemented DOJ’s Law Enforcement Information Sharing Program (LEISP) Strategy and One DOJ vision for unified sharing policy, operations, services and technology. From January of 2000 through October of 2003, Clark held a variety of positions of ascending authority and responsibility for the National Association of Child Care Resource and Referral Agencies (NACCRRA), including Chief Technology Officer, Chief Information Officer and Deputy Director. Dr. Smith has also held positions with Duke University, NASA’s Langley Research Center and Barron Associates.

Dr. Smith completed his undergraduate work in mechanical engineering at Rensselaer Polytechnic Institute, gained his master’s degree at Virginia Tech, and earned his doctorate in adaptive systems from Duke University. He has won various awards for his academic and professional work and regularly publishes articles on a variety of topics in professional journals and other publications.

Dr. Smith and his family currently live in Washington, DC.
