Tarrazzia Martin

Tarrazzia Martin, has been with the Director of National Intelligence (DNI) CIO organization since May of 06. Ms Martin is currently leading the creation of a Strategic IT Portfolio Management process and programs for the Intelligence Community (IC). Ms Martin has also been involved in creating information sharing solutions and capabilities for improving information sharing and enabling the goals and objectives of strategic drivers such as the National Intelligence Strategy (NIS), 9-11 Commission Report , and the Program Manager Information Sharing Environment (PMISE) Implementation Plan for the Intelligence Community (IC).

Ms. Martin served at the the U. S. Department of Homeland Security (DHS) as the Chief Information Officer (CIO) of the United States Citizenship and Immigration Service (USCIS), a component of DHS. In this role, Ms. Martin had responsibility for the new creation of the USCIS Office of the CIO (OCIO). She successfully consolidated non-integrated IT functions, budgets, and staff spread throughout multiple program offices into a business-aligned organization and governance structure. With strategic vision for IT transformation as part of the immigration reform efforts, she initiated and incrementally deployed a multi-year, multi-million dollar IT Transformation Program designed to modernize USCIS’s IT inventory and better enable its workforce to provide higher quality and more timely service to its customers.

The USCIS modernization scope included infrastructure, intra- and inter-agency data sharing, enhanced security and privacy, and new business capabilities to meet the mission needs of citizens, immigrants, and DHS. In delivering on her commitment to innovate real-world business solutions and customer service, she created and managed customer relationship management programs to inform business partners, stake holders, and end-clients about the OCIO’s value and service offerings. Ms. Martin catalyzed meaningful changes within USCIS with the result that operating costs were lowered, information flows accelerated, and immigration business processes transformed.

Prior to her work at USCIS, Ms. Martin supported the DHS CIO as the Deputy Director for Infrastructure Operations. Ms Martin established a standard and repeatable method for standing up the infrastructure to consolidate and align 22 disparate organizations at the headquarters level. She focused on infrastructure operations such as Local Area Network (LAN) and Wide Area Network (WAN), Data Center integration and deployment of voice, video and data desktop capabilities for new employees. She worked to create facilities plans and deployment approaches for new facilities as DHS employee numbers grew from minimal to maximum staffing levels. Shortly after beginning her tenure there, she was selected to become the first CIO for USCIS and was chartered to support the Improved Integrated Technology Services initiative for USCIS/DHS.

Ms. Martin served as a leader in the General Services Administration's (GSA)s Office of Government Wide Policy Organization for the FirstGov.Gov portal shared services program in support of OMB's e-Gov initiatives. She innovated and directed the creation of a three tier “outsourcing business model” for implementation of government-wide “portal solutions", and an innovative technical program/acquisition approach for a Government-wide shared web based Content Management System (CMS) utilizing a web services infrastructure for improved sharing of critical citizen centric information.

Ms Martin served as Deputy Director for the U.S. Treasury's Voice/Data Telecommunications Services networks and web services programs. At Treasury, she provided technical leadership and was responsible for managing government and contractor resources and technical outcomes of the worldwide 24/7 Data/ Voice Telecommunications System (TCS/DTS) for over 120 thousands Treasury employees.

Ms. Martin began her career at the Internal Revenue Service (IRS), as part of the Office of the CIO under the IRS Tax Systems Modernization (TSM) program, where she served as the Program Manager responsible for the IRS administrative and management information systems solutions and their respective business outcomes.

Ms Martin is an inspiring leader who principally focuses on the human elements of success in any endeavor she embarks upon. She is a compassionate leader that inspires change and thought leadership in the discipline of IT and in all areas and aspects of her career. She is a mother of two beautiful daughters and lives in Virginia.
