Richard Spires
CIO, IRS
Mr. Spires serves as the Chief Information Officer (CIO) for the Internal Revenue Service (IRS). As CIO, he has overall strategic and operational responsibility for a $2 billion budget and a 7,000-person Modernization and Information Technology Services (MITS) organization that supports the U.S. federal tax administration system. This division is accountable for maintaining over 500 systems that administer more than 200 million United States taxpayer records and support over 100,000 IRS employees.
Prior to becoming CIO in September 2006, Mr. Spires served as the Associate CIO for Applications Development. He also led the IRS’s Business Systems Modernization (BSM) program, one of the largest and most complex information technology modernization efforts undertaken to date. The BSM program will drive the replacement of the IRS’s core tax processing systems, some of which were initially built in the 1960s. In addition to replacing the IRS’s financial management system, this program has already delivered systems that enable businesses to file their tax returns via the Internet and tax practitioners to use self-service Internet applications to access and update taxpayer information.
From 2000 through mid-2003, Mr. Spires served as President, Chief Operating Officer, and Director of Mantas, Inc., a leading software vendor that provides business intelligence solutions to the financial services industry. In helping to establish Mantas, Mr. Spires successfully led efforts to raise $29 million in venture funding. Prior to Mantas, Mr. Spires spent more than 16 years serving in a number of technical and managerial positions at SRA International.
Mr. Spires is a private investor and a member of the Active Angel Investors, a Washington, D.C.-based network that focuses on investing in entrepreneurial companies.
Mr. Spires received a B.S. in Electrical Engineering and a B.A. in Mathematical Sciences from the University of Cincinnati. He also holds a M.S. in Electrical Engineering from the George Washington University.
Mr. Spires was named a Distinguished Alumnus of the University of Cincinnati’s College of Engineering in 2006.
Mr. Spires resides in Fairfax County, Virginia with his wife Jackie and their three children.
