Tom Lucas

Mr. Lucas has worked in Information Technology in IRS since 1972. He started as a programmer and systems analyst in IDRS and developed and maintained on-line and batch applications for IDRS and CFOL. He created the original IDRS database team that designed, and supported some of the core databases used for tax administration. He has been a project manager and program manager for major business systems modernization programs, and was part of the original planning cell that defined and established the Modernization Program Management Office that became BSM.

Mr. Lucas led many special studies for IRS on performance engineering, business rules, databases, and tools. He has done systems integration and program engineering for the modernization program and worked on major acquisitions, developed benchmarks, estimated software size and created performance models. Mr. Lucas has been a leader in developing and managing the IRS Enterprise Architecture, sequencing plans, and transition strategies. These include development of the Modernization Blueprint and the IRS Enterprise Architecture.

Tom works with the IRS CPIC office, Treasury, GAO, and OMB to link modernization investments to the Enterprise Architecture. The IRS Enterprise Architecture team won the Excellence in Enterprise Architecture Leadership Award” from e-Gov. He has also been part of several significant business transformation and strategy efforts, such as the organizational modernization that transformed the IRS and the more recent Modernization Vision and Strategy.
