David Borland

As the former Deputy Chief Information Officer for the Department of the Army, Mr. Borland routinely made decisions that shaped the Army as he served as a critical link between industry and the field. In the wake of the September 11, 2001 terrorist attacks, Mr. Borland spearheaded the transformation of the CIO/G-6 staff and aided in the establishment of a new subordinate command, Network Enterprise Command.
Mr. Borland was formerly the Vice Director of Information Systems for Command, Control, Communications, and Computers. He has extensive experience in information systems technology and contracting, including assignments as a Contracting Specialist, Contracting Officer, and Branch Chief and Division Chief at CSSAA, and Deputy Director of Information Systems Selection and Acquisition Agency (ISSAA). Appointed to the Senior Executive Service in 1989, Mr. Borland served as the Director of ISSAA through 1994, where he was responsible for coordinating all Army information acquisition program activities.
Mr. Borland was awarded the Meritorious Presidential Rank Award for Senior Executive Service Members in 1996 and 2003 and the Distinguished Presidential Rank Award in 2000. He also has been awarded the Army's Decoration for Exceptional Civilian Service and the Superior Civilian Service Award. Mr. Borland received a Bachelor of Science Degree in Business Administration from Central Missouri State University. He also holds a Masters of Science Degree in Finance from George Washington University. He served in the United States Air Force from 1966 through 1970.
