Stephen C. Benowitz

As the former Associate Director at the Office of Personnel Management (OPM), Mr. Benowitz oversaw the retirement and insurance benefits systems for 8.5 million employees, annuitants and family members; the personnel investigation process; and executive and management development systems.

He previously served as the Director of Management Planning for the National Institutes of Health (NIH) where he managed NIH's activities responsive to the President's Management Agenda. Mr. Benowitz also served as the Director of Human Resources for the NIH, Department of the Treasury, and Federal Trade Commission with responsibility for both policy and operational aspects of the agencies' human resources programs.

His contributions to the federal government have earned Mr. Benowitz notable recognition and numerous awards including the President's Rank of Distinguished Executive and Meritorious Executive (twice). He holds a Bachelor of Arts degree from Antioch College and a Master's degree from Case Western Reserve University.
