As we return to work after the 4th of July weekend, the federal FY 2008 fourth quarter is now in full swing. It is the largest quarter for federal spending. Federal agencies will spend over $125 billion in the next three months (to equal or beat last year).
Over the past five years, a pronounced shift has sent more and more spending to the last quarter of the fiscal year. Factors at play this year: looming administration change, flat budgets, war spending, and more.
