Governors Compete in Four-Legged Base Race for Air Force Cyber Command

Air Force officials recently sent calls for data to the 18 state governors that have expressed interest in hosting the permanent location for the Air Force Cyber Command.

The letters outline the 4-step process the Air Force intends to pursue in order to determine the best location.

  1. Gathering list of possible locations. Completed
  2. Call for data from possible locations. State response by July 1, 2008
  3. Visiting locations and verifying data. To be completed by August 2008
  4. Short-list (4 locations) to be determined by the end of October 2008
  5. Environmental analysis and final decision. September 2009

The Air Force Cyber Command will "stand up" on Oct 1, 2008 at its temporary headquarters at Barksdale AFB, LA. Governor Jindal has already committed $50million to infrastructure and transportation improvements needed to support the Command in an effort to show Louisiana's desire to keep AFCYBER at the base.

According to the AFCYBER website, the permanent headquarters will house "approximately 550 personnel; a Numbered Air Force (NAF) of approximately 275 personnel; and four wings (a fundamental Air Force organizational structure) with more than 65 subordinate squadrons assigned to those wings collectively, to include units from the Reserve and Air National Guard."

Along with the letters, Governors received a copy of the "Permanent Basing Methodology". Among the initial criteria, the proposed locations will be evaluated on:

  • Operational Synergy (Existing Cyber activities)
  • High-Speed Bandwidth/Network Capacity
  • Within or near Technology Corridor/IT Centers of Excellence
  • Security Features
  • Available Facilities
  • Power Supply
  • Transportation
  • Susceptibility to Natural Disasters and Continuity of Operations

  • Arkansas: Little Rock AFB
  • California: Beale AFB
  • Colorado: Peterson AFB
  • Iowa: Undetermined
  • Louisiana: Barksdale AFB
  • Massachusetts: Hanscom AFB
  • Michigan: Undetermined
  • Mississippi: Keesler AFB
  • Missouri: Whiteman AFB
  • Nebraska: Offut AFB
  • New Jersey: McGuire AFB
  • New Mexico: Kirtland AFB
  • Ohio: Undetermined
  • Pennsylvania: Undetermined
  • Texas: Lackland AFB
  • Utah: Hill AFB
  • Virginia: Langley AFB
While it is uncertain which state will win a permanent place for the heart of Cyber Command, it is clear that AFCYBER will provide a wealth of jobs, commerce, and development opportunities.
