Georgia's GAIT 2010 -- AT&T, EDS, IBM and Northrop Grumman Prequalified

Georgia seems to be doing everything right so far. They've prequalified vendors a week early, and if they stick to their schedule will have the contract awarded less than a year after Governor Sonny Perdue announced the outsourcing initiative.

Perdue told a press conference last December that "technology is the underpinning of a well-run, modern enterprise. I believe we need to stop paying for what I have determined to be an inefficient and ineffective technology." And so began one of the largest state IT outsourcing opportunities currently on the street. Recently, the Georgia Technology Authority (GTA) announced early project winners and losers. Even though Perdue said he wasn't opposed to offshoring, based on the list, it looks like that kind of political heat will be avoided. Both Northrop Grumman and IBM in recent deals (Virginia and Indiana) have chosen to provide political cover in the form of well-paying job creation by opening offices in economically distressed areas of the states where they won business.

GTA announced companies prequalified to bid on GAIT 2010 (INPUT Opp ID 46168). EDS, IBM and Northrop Grumman may bid on the consolidation and outsourcing of infrastructure services, which include data centers, mainframes, servers, PCs and laptops. AT&T, EDS and Northrop Grumman may bid on managed network services, which include the state's wide area network.

GTA received 31 responses to the Request for Qualified Contractors (RFQC) the agency released on January 29. The following prospective bidders were not selected for the infrastructure component:

  • Black Box Network Services
  • Hewlett-Packard Company
  • Infocrossing/Wipro
  • L3 Enterprise IT Solutions
  • Pomeroy IT Solutions
  • Recruiter Solutions Group
  • Siemens IT Solutions and Services, Inc.
  • The Kematah Group, Inc.

The following prospective bidders were not selected for the telecommunications component:

  • Accenture
  • Affiliated Computer Services, Inc. (ACS)
  • Alcatel-Lucent
  • Black Box Network Services
  • Ciber, Inc.
  • Infocrossing/Wipro
  • L3 Enterprise IT Solutions
  • Nortel Networks
  • Premiere Global Services
  • Qwest Communications Corp.
  • Siemens Communications, Inc.
  • Verizon Business
  • Windstream Communications
  • Wire One Communications

The 3 bidders will discover they will be expected to replace out dated equipment over 8 years old for the same budgeted dollars as Georgia is currently spending. They will discover also that the average IT staffer currently supports over 360 users in remote locations. This number is way below any industry standard. Current staff have years of experience but a total lack of leadership from above. The 3 bidders will be hard pressed to find ways to make a profit.

I fail to see how outsourcing the current skilled and experienced IT staff will help, when all that is needed is some new computers. This is the second time the State of Georgia has tried to outsource it's "inefficient and ineffective technology.". The first time it cost the taxpayers over 2 Million dollars (BPR 2002) and nothing was gained. How much is this outsourcing attempt going to cost the taxpayers?
